    Is there a user right that like the manager role allows the user to see and view everything but can also create projects? The admin role does this bu also gives the user lots of things that i would not want them to have access to such as Setting etc?

    At this time the only person who can create projects is the Administrator level user. We are in the midst of overhauling our Executive level user to all more granular permissions similar to to the ones you suggest above. It is quite possible we'll also layer in some more granular permissions for the resource and manager level users. It all depends on how well the grand experiment goes with the executive level user and their upcoming convergence with client contacts.
