    I'm wondering if there is an area (would this be documents) where you can upload a design/pdf and then post notes about it on the design/pdf- so you can have one area where changes/notes are done to each design round?

    Your best bet may be to handle it on a task. You can upload different versions of the document and make comments on it as you iterate. Also the owner and all assignees on the task will be notified whenever a new document is posted or a comment is made.
