Is there way to set hourly rate per user? I have different rates for senior/middle/junior developers and I'd like to see billing reports based on their revenue.

Next question is how to set dependencies between tasks.

Intervals is flexible with what an hourly rate is and rates can be specified per person as default work types. When a new project is created the defaults get pulled into that project and then you can delete work types that are not needed for that project and edit the rates if needed. Here is another discussion on rates per person.

Regarding task dependencies, Intervals does not include traditional task dependencies like the waterfall method and is more iterative in nature. Intervals is more similar to Agile development with milestones being iterations or sprints. This discussion on task dependencies might be worth a look.
