   Is there a way to allow a resource person to upload a document AND mark it as viewable for executive users?

   There is not a way for a resource person to upload a document and make it viewable to executive users. For this to happen the resource user would have to be upgraded to a manager level user. Or, a manager or administrator level user could edit the document after it has been uploaded and mark it as viewable to executives.
